The Florida Blue IT team develops and manages next generation solutions, systems and assets that support this mission. This position is focused on Infrastructure project activities. Manages Project Managers, budget, interdependencies, risks and constraints of a portfolio of assigned projects and programs. Responsible for implementing appropriate project methodology that can help deliver project in the most efficient manner. Interacts with business unit leadership to ensure business objectives are met and initiatives are prioritized appropriately. Provides Project Management subject-matter-expertise, leads implementation of operational plans and oversees and coaches a team of Project Managers. Engages and reports to senior management and key stakeholders to ensure alignment between portfolio components and enterprise strategy. Reviews and recommends sourcing strategies for projects and programs. Assist in building organizational agility by focusing on staff empowerment, scenario planning, and effective demand and capacity management.


Required Work Experience

  • 10+ years related work experience or equivalent combination of transferable experience and education. Experience Details: Broad applied project management experience in managing technology projects and leading technical staff

  • Required Management Experience: supervisory/management experience required

  • Required Education: Bachelor’s degree or equivalent work experience IT related field

  • Must have work experience in a formal Program Management Office

  • Experience with multiple Infrastructure technologies: mainframe, distributed server environments (AIX, Linux, Windows), data and voice networking, databases (SQL, SAS, Oracle, DB2, UDP, Postgres, etc.), environment monitoring software, Network System Management (NSM) environments, security tools (malware, antivirus, DLP, etc.), cloud capabilities, Data Center migrations, facility migrations/renovations, technology upgrades/migrations/retirements, audit and compliance software, ITSM software/capabilities, Middleware (Websphere, Apache, Tomcat), client workstations (Windows and MAC), and software development code management tools.

  • Highly refined communication skills including ability to negotiate, build consensus, clearly articulate to technical and non-technical audiences, communicate difficult messages in a professional and productive manner, excellent presentation and facilitation competence and ability to represent IT as a leader in cross-functional discussions/initiatives.

  • Ability to build trust and strategic partnerships with assigned business area contacts, project teams and leadership to facilitate two-way communication.

  • Deep, thorough understanding of business processes being supported.

  • Deep understanding of Project management methodology and processes needed to support it

  • Detailed understanding of budget, vendor and resource management

  • Active, up to date PMI PMP certification required
  • Demonstrates breadth and depth of technical expertise, including sharing and transferring skills with others; uses technical knowledge/experience to produce results

  • Strong knowledge of and experience with SDLC

Preferred Licenses and Certifications

  • Scrum Master Certification
  • Experience in developing, implementing and maturing a PMO is preferred

  • 4 more years of direct management experience
  • Lean Six Sigma Green belt or beyond •
  • ITIL foundation certified
  • Experience using Agile methodology
  • Specific tools, languages and specialty skills may vary
